Who does the voicework for "Zaeed Mani" in M Effect 2?

He sounds SO familiar, and I can't find a single answer anywhere; I've heard him before, (he kinda sounds like Dennis from the Spongebob Movie). If anybody knows, well, yeah tell me haha.
